Do I need the same modpack to join a modded server?

Usually yes. Modded Java servers normally require the same Minecraft version, mod loader and modpack or compatible mod list. Check the server profile for the reported version and modded tags before joining.

What is the difference between Forge, Fabric and NeoForge?

Forge, Fabric and NeoForge are mod loaders. A modded server and your client need compatible loaders and mod versions, so a Fabric Cobblemon client will not always join a Forge or NeoForge server.

Are Pixelmon and Cobblemon the same?

No. Both are Pokemon-style Minecraft experiences, but they are different mods and usually require different clients or modpacks.
