What is the Minecraft difficulty command?
Use /difficulty followed by peaceful, easy, normal or hard. On a server console, you can usually run the same command without the slash.
Does server.properties also need to change?
If you want the setting to survive restarts, set difficulty in server.properties too. The live command changes the running world immediately.
Is hard the same as hardcore?
No. Hard is a difficulty setting. Hardcore is a separate world mode with permanent death rules.
